It’s true, your essay conclusion should revisit your arguments in a fresh way, whether that’s by underlying a unifying theme or gesturing towards the implications of what you’ve written. But you still need to conclude your essay by reflecting on arguments you’ve already made, not by introducing new ones.
In short, the conclusion is where you should place your research within a larger context (visualize your paper as an hourglass--start with a broad introduction and review of the literature, move to the specific analysis and discussion, conclude with a broad summary of the study's implications and significance).

If there are no recommendations to be made as a result of the project, just call this section Conclusions.
